A 16-year-old boy is among two people facing charges over allegedly using illegal dirt bikes around Werribee.
The discovery led to the arrest of a 39-year-old Werribee woman, who will be called to court at a later date on several charges
Police say they have been actively patrolling the Riverwalk Estate area, in response to numerous complaints from locals.
The boy will also face Werribee Children’s Court and had his bike seized for 30 days at a cost of more than $1,000.
To ride a motorcycle on Victoria roads or road related areas, the motorcycle must meet the relevant standards, be registered and the rider must have a valid motorcycle license and wear an approved motorcycle helmet.
